2 On May 21, 2014, as European sanctions over Crimea took hold, with President Vladimir Putin’s “Greater Russia” under siege on the global stage, Russia and China sealed the largest natural gas agreement in their histories. According to Jane Perlez of the New York Times, as a reason to go forward with the deal, Chinese sources acknowledged tension with the United States on several fronts: the American militarization of Japan, taking a hard line on Chinese cybertheft, and criticism of China’s activities in the South China Sea. Strobe Talbot, president of the Brookings Institute and former John Kerry foreign policy advisor, said of the new alliance, “The Sino-Soviet rift that brought the two countries to the brink of nuclear war in the ’60s has been healed rather dramatically.”
